Over the past centuries since the triumph over Thread, the Dragonriders have become corrupt: they have become power hungry, always searching for ways to increase their hold over Pern. The Hold folk live in fear of the 'Riders appearing at their homes to take their children, women and goods, and while life has never been more plentiful, it must be lived in terror.
Five Turns ago, a small group of riders from the assorted weyrs of Pern decided that they were meant for better things: they discovered the old records, and realized that Dragonriders had not always been monsters to be dreaded. They decided that things had to change.
In protest, they decided to leave their Weyrs and in small bunches, fled to the South where they could not be found.
They were labeled as rebels, and rewards were put out for their capture and even death. Anybody who challenged the system was viewed as a rebel, and rebels had to be dealt with. Defiantly, living up to the title that they had been branded, they raided the Weyrs and then seemed to disappear off of the face of the planet.
The following Turn, however, everything changed, because of the Great Earthquake. Pern was essentially destroyed, and the Weyrs were decimated.
The only riders who remained were that small group of rebels. Finally their long fought desire to start afresh was realised, but it had cost them so much. So many had been killed.
However, even among the 'riders of the new Weyr there is divide:
Two Queens came south, from two different Weyrs, with two different sets of riders following them. While they were rebels, they all worked together to thwart those who gave Dragonriders a bad name, but now that they are a Weyr, decisive leadership is needed. If one were to become Weyrwoman, half of the only riders left on Pern would leave, and the new Weyr would be doomed, hence a joint Weyrwomanship was formed, simply because there was no other choice.
Once more, tentatively, the Holders look to the Dragonriders as their only hope. There is no alternative if they want to survive, with bands of Holdless and brigands on the prowl, looking for anything they can take to survive, and flocks of refugees still flooding south. Pern must once more learn to trust their ancient protectors if they are to rebuild and renew.
There is no choice.
